Ring of Dumb Luck
"Defeat? I don't know the meaning of the word. Seriously, what does it mean?"
The Ring of Dumb Luck is a cursed magic item that appears appears to be a simple gold band with a small luckstone affixed to it. It radiates magic and can be identified as a "ring of luck +4."

When worn, the ring provides a constant Luck modifier to all attack rolls, saving throws, ability checks, skill checks, and AC equal to the character's (intelligence modifier)*-1. For example, if a character with 20 intelligence wore the ring, it would give a penalty of -5. Conversely, a character with an Intelligence of 1 would receive a +5 to all of his rolls.

If worn by a character with a positive intelligence modifier, it can only be removed using Remove Curse.

The Gauntlets of Frail Might
These cursed gauntlets appear to be Gauntlets of Ogre Power. They provide an untyped bonus to Strength equal to the wearer's (Constitution Modifier)*-1

Beer Goggles
These cursed goggles appear to be Goggles of Night, when worn they make the wearer think that he has darkvision '60, without providing any actual ability to see in the dark. They also provide a Chrisma bonus equal to the wearer's (Wisdom Modifier)* -1 and give other characters an untyped +3 bonus on any Charisma-based tests made against him.

Some of your modifiers have no type (like the Str bonus in the gauntlets). Also, the mod for a 20 Int is 5, not 4.

Still, they're funny, and given that no mod can ever go below -5, they are capped in their effectiveness.

Out of curiosity, what does a wearer of Beer Goggles see when they are in the dark? Just what they think is there? Is it an illusionary effect that can be countered with interaction?

They see what they expect to see. If they stumble across anything that they can't see, they'll be perfectly aware if it. They'll just assume that it's invisible.

Everyone in Rhgast agree that he's the best ruler they ever had and his policies, though sometimes harsh, have vastly improved quality of life in the region.

1st level party encounters a cat wearing a metal band on each forelimb (it is a Ring of Dumb Luck and Ring of Frail Strength), it hisses at them.
